Substitute License/ID Card System
This system provides North Dakota citizens the ability to obtain a substitute license, proof of liability license, or ID card online. The fee for all online substitute drivers licenses or ID cards is $8. A proof of liability license is $50.
No changes are allowed except for address changes.
The substitute license or ID card will ONLY be sent to the mailing address already on your driver record or the new address submitted.
No refunds.

Initial Real ID documents cannot be obtained online. You will need to visit a North Dakota Drivers License site to apply for 1st time Real ID.
Substitute driver licenses are available to both noncommercial and commercial drivers.
Substitute ID cards are available to current non-driver ID card holders.
Substitute driver licenses, proof of liability license, and ID cards are available for the following reasons only:
- Lost (Misplaced)
- Stolen
- Damaged
- Address Change (Requires TWO )
- Remove or Add Restriction 9 Proof of Liability (Proof of Liability can be provided in the form of a Certificate of Motor Vehicle Liability Insurance or SR-22 insurance filing). This must be completed prior to obtaining the proof of liability license.
