COURSE INFORMATION

Course Description

The purpose of this professional development course is to prepare local, state, tribal, and Federal emergency responders to function in the role of a T-III OSC after obtaining adequate experience. The OSC will be part of an all-hazards T-III IMT Operations Section Chief (OSC) Type III in a Type III All-Hazards Incident Management Team (AHIMT). 

 The learner must achieve a minimum passing score of 75% on final knowledge assessments or demonstrate mastery on performance assessments or research assignments to earn the IACET CEU. 

 Selection Criteria: NIMS ICS Position Specific training shall be completed by personnel who will be required to gain a certificate of training and the credentials to function in an ICS Organization, such as an IMT, as a member of the Command, General Staff or as a Unit Leader. These criteria will be verified on the student enrollment request by endorsement of the Authority Having Jurisdiction (AHJ) such as the State/Tribal Training Officer or the course manager.

Course Objectives

  • Describe how to gather, organize, communicate, and share information necessary to perform as an Operations Section Chief.
  • Describe the purpose of the Strategy, Tactics, and Planning Meetings and the Operations Section Chief's roles and responsibilities in developing the Operational Planning Worksheet (ICS Form 215) and the Incident Action Plan.
  • Describe the principles of supervision, delegation, and communication as they relate to the position of the Operations Section Chief.
  • Identify key strategies for managing and adjusting the Operations Section.
  • Describe the Operations Section Chief's role in developing and maintaining relations with people internal and external to the ICS Team.
  • Describe the Operations Section Chief's roles and responsibilities for risk assessment and safety management.
  • Describe the need and process for contingency planning for an all-hazards incident.
  • Describe the Operations Section Chief's roles and responsibilities for demobilization.n.

Selection Process

  • Interested applicants should register on this site.
  • Those registering on this site will be screened for selection criteria and verification of prerequisites by the State Training Officer (STO).
  • Those who meet the requirements will receive a Student Job Aid and course invitation/coupon code via email by August 12, 2024, with instructions on how to complete the NETC course application by August 16, 2024. Selected students will be notified by August 23, 2024 via email.
  • Those that do not meet the requirements will be notified by email of non-selection.

STUDENT INFORMATION

UNIFORM/ATTIRE: 

  • Casual attire is encouraged.

CLASS MATERIALS:

  • NDDES no longer prints course materials. The student course packet (student manual and course handouts) is distributed via PDF only and is attached to this email. You may print this packet to bring with you or use it on an electronic device (computer or tablet, phones are not recommended for this).
  • It is your responsibility to have the required materials for class. If you experience issues with the attachment to this email reach out via the contact info below for assistance.
  • This class requires both pre-test and post-test assessments which are delivered online, therefore a device such as a computer, tablet, or smartphone is required.
  • Any method to take notes (notebook, iPad, tablet) is acceptable and encouraged.
  • Food and beverages (in covered containers) are permitted.
  • A positive and open attitude is always welcomed too.

TRANSPORTATION:

  • Transportation will be coordinated at the individual unit/organization level.

LODGING:

Lodging is not provided. A block of rooms will be reserved shortly and posted here. Check back for details.

NOTE: If you are claiming reimbursement to be paid back to a government agency such as a county, instead of you, then taxes will not be reimbursed, and the maximum rate remains at $88.20.

  • DO NOT use a third-party hotel reservation system (hotels.com, expedia.com, trivago.com, etc.) if you’ll be requesting lodging reimbursement:
  • You will most likely not get the state rate.
  • You will most likely not get an itemized (shows rate, taxes, and other fees) zero-balance hotel receipt which is required for reimbursement.
  • You will most likely get a composite receipt for the total amount and the hotel itself will not be able to give you one either.

MEALS:

Meals are not provided. In-state reimbursement rates are:

  • Breakfast – $7.00.
  • Lunch – $10.50.
  • Dinner – $17.50.

REIMBURSEMENT:

As of October 1, 2022, the GSA/maximum reimbursable rate for lodging in ND is $98.00. It is acceptable for state and local taxes to be charged, so you may see a lower rate at 90% of the GSA rate ($98 x 90% = $88.20) plus applicable taxes. This lower rate plus taxes must still not exceed the GSA/reimbursable rate of $98.00. Amounts more than the GSA rate may still be reimbursed up to the GSA maximum of $98.00.

NDDES will reimburse lodging and per-diem at state rates for participants who:

  • Are First Responders, or:
  • Work in emergency management, or:
  • Are employees of state, local or tribal government/jurisdictions, and:
  • Live or work in North Dakota, and:
  • Live more than 50 miles from the training location.
  • DES does not reimburse vehicle mileage.

You will need:

  • A current Substitute IRS Form W-9 and a N.D. Non-Employee Travel Reimbursement Form; both will be made available during your class.
  • An itemized (shows rate, taxes, and other fees) hotel receipt. This is not a credit card receipt but is given to you by the hotel during checkout. It must break out each day’s charges and indicate that the balance is $0.
