COURSE INFORMATION

Course Description

This 8-hour performance-level course has been designed with a proactive approach to testing rural and tribal communities' Emergency Operations Plans (EOP) in an Emergency Operations Center (EOC) environment. The course provides relevant and valuable training to elected officials, EOC personnel, tribal government personnel, and rural community leaders. Participants are provided with opportunities to exchange perceptions and best practices while interacting with participants from responder organizations, public/private sector organizations, as well as other EOC personnel.

Course Objectives

  • Articulate the value of exercising an EOP.
  • List rural planning and testing challenges.
  • Describe the Homeland Security Exercise and Evaluation Program (HSEEP) and state how this course aligns with it.
  • Define capabilities-based planning and its relevance to designing and developing effective exercises.
  • List the aspects of EOC staffing and organization that need to be tested.
  • Understand the importance of an EOC's primary roles in relation to testing and responding to an incident.
  • Discuss EOC staffing models and aspects of the model that can be tested.
  • Identify EOC equipment that needs to be tested for functionality and staff proficiency.
  • Restate the importance of testing communications equipment for interoperability and redundancy.
  • State the importance of testing procedures for activating and de-activating EOCs.
  • List seven exercise types that can be used to test an EOP.
  • Describe seven exercise types on the basis of purpose, type of player action, duration, real-time play, and scope.
  • Compare and contrast operations- and discussion-based exercises.
  • Describe the steps involved in designing, developing, and evaluating an exercise.
  • Determine an optimal design and scope for an exercise using a pre-created worksheet.
  • Develop an exercise to include objectives, a narrative, a list of detailed events, messages, and a list of expected outcomes using a pre-created worksheet.
  • Evaluate the effectiveness of an exercise using specific criteria/checklist.
  • Demonstrate problem-solving techniques, coordinate resources, and employ EOC operating procedures during EOC response to a simulated emergency.
  • Use a checklist to ascertain the comprehensiveness of an EOP.
  • Conduct/participate in an internal Hot Wash as a means of self-evaluation.
  • Evaluate the effectiveness of an EOP by comparing actions taken and resources employed during the scenario to those anticipated in the EOP.

UNIFORM/ATTIRE:

CLASS MATERIALS:

  • NDDES no longer prints course materials. The student course packet (student manual and course handouts) is distributed via PDF only and is attached to this email. You may print this packet to bring with you or use it on an electronic device (computer or tablet, phones are not recommended for this).
  • It is your responsibility to have the required materials for class. If you experience issues with the attachment to this email reach out via the contact info below for assistance.
  • This class requires both pre-test and post-test assessments which are delivered online, therefore a device such as a computer, tablet, or smartphone is required.
  • Any method to take notes (notebook, iPad, tablet) is acceptable and encouraged.
  • Food and beverages (in covered containers) are permitted.
  • A positive and open attitude is always welcomed too.

TRANSPORTATION:

  • Transportation will be coordinated at the individual unit/organization level.

LODGING:

Lodging is not provided. A block of rooms will be reserved shortly and posted here. Check back for details.

NOTE: If you are claiming reimbursement to be paid back to a government agency such as a county, instead of you, then taxes will not be reimbursed, and the maximum rate remains at $88.20.

  • DO NOT use a third-party hotel reservation system (hotels.com, expedia.com, trivago.com, etc.) if you’ll be requesting lodging reimbursement:
  • You will most likely not get the state rate.
  • You will most likely not get an itemized (shows rate, taxes, and other fees) zero-balance hotel receipt which is required for reimbursement.
  • You will most likely get a composite receipt for the total amount and the hotel itself will not be able to give you one either.

MEALS:

Meals are not provided. In-state reimbursement rates are:

  • Breakfast – $7.00.
  • Lunch – $10.50.
  • Dinner – $17.50.

REIMBURSEMENT:

As of October 1, 2022, the GSA/maximum reimbursable rate for lodging in ND is $98.00. It is acceptable for state and local taxes to be charged, so you may see a lower rate at 90% of the GSA rate ($98 x 90% = $88.20) plus applicable taxes. This lower rate plus taxes must still not exceed the GSA/reimbursable rate of $98.00. Amounts more than the GSA rate may still be reimbursed up to the GSA maximum of $98.00.

NDDES will reimburse lodging and per-diem at state rates for participants who:

  • Are First Responders, or:
  • Work in emergency management, or:
  • Are employees of state, local or tribal government/jurisdictions, and:
  • Live or work in North Dakota, and:
  • Live more than 50 miles from the training location.
  • DES does not reimburse vehicle mileage.

You will need:

  • A current Substitute IRS Form W-9 and a N.D. Non-Employee Travel Reimbursement Form; both will be made available during your class.
  • An itemized (shows rate, taxes, and other fees) hotel receipt. This is not a credit card receipt but is given to you by the hotel during checkout. It must break out each day’s charges and indicate that the balance is $0.
