Course Summary
The Law Enforcement Active Shooter Emergency Response (LASER) course is designed to provide participants with the knowledge, skills and abilities to rapidly deploy and neutralize violent offenders during active shooter incidents or mass casualty incidents in order to prevent the loss of innocent lives.
Topics covered during the classroom instruction include the evolution of active shooter incidents, providing valuable lessons to law enforcement officers of any experience level regarding response to an active shooter attack. Classroom instruction covers the planning and implementation of appropriate response measures to achieve the primary goal of stopping a perpetrator in order to protect innocent lives. Participants will also observe and then carry out entry and clearing techniques based on various response team sizes and structural configurations. In addition, the course briefly addresses medical concerns often encountered during an active shooter incident. The class stresses fundamental considerations that, when applied, can significantly improve response efforts.
Finally, the course features numerous practical exercises that employ Non-Lethal Training Ammunition (NLTA) in order to create a realistic training environment. The scenario-based practical exercises serve to solidify the knowledge gained throughout the course and provide participants the opportunity to apply the techniques learned in class using NLTA Force-on-force rounds. These practical exercises depict active shooter scenarios in which responding officers must use the knowledge and tools taught throughout the course to intervene in the incident rapidly.
This physically demanding course raises the stress level of the first responder through real world scenario-based training. The use of 8 mm blank weapons will also enhance the real- world scenarios. LASER is a hands-on course where participants will be tasked with multiple breaching exercises and real-world scenario-based training. The hands-on field training featured in this course includes information on both mental and physical tools necessary to achieve an effective and efficient response to an active shooter incident.

Prerequisites
To enroll in this course, participants must be US citizens and must possess or obtain a FEMA student identification number (SID). Additionally, participants of the train-the-trainer course should have prior instructional experience and knowledge of instructional methodology and should have instructor certification by the authority having jurisdiction. It is also recommended that in order to attend the Law Enforcement Active Shooter Emergency Response (LASER) course, participants should have completed Incident Command System (ICS) courses 100, 200, and 700.

The target audience for this course includes state and local law enforcement and support personnel, range instructors, firearms instructors, school resource officers, and first-line supervisors who will respond or support the response to any type of active shooter incident. This audience includes individuals who are directly involved in an active shooter response.

Travel Info:
For those students who are first responders, work in emergency management, are employees of state, local or tribal jurisdictions and live or work in North Dakota, NDDES will reimburse lodging and per diem at state rates. NDDES does not reimburse mileage.
